Mr. Passmore was born on September 8, 1936 in Laurens County. He was the son of the late Cecil Passmore, Sr., and Effie Dunn Passmore. He was also preceded in death by his daughter, Valena Lafae Passmore. He was the retired President of Knight State Bank, partner of Knight-Passmore Insurance Agency, and owner of Passmore Associates, his auctioneer company.

Cecil served twelve years in the Georgia National Guard, as Laurens County Campaign Manager for former President Jimmy Carter's gubernatorial race, as well as the eighth District Coordinator for former President Carter's Presidential Primary. He was the District Governor of Toastmasters International in 1970, past chairman of Dublin/Laurens St. Patrick Festival, chairman of the Possum Hollow Country Fair, past director of Georgia Mental Health Association, former member of Georgia Bankers Association Executive Committee, was appointed to the Jekyll Island Authority by former Governor Zell Miller, and selected Man of the Year in Laurens County for 1976.

One of his proudest moments was coordinating and organizing a function on the South Lawn of the White House for then President Jimmy Carter. The function included Senate Leaders, Congressional Leaders, State Department Heads, World Leaders, and several hundred from Dexter and Laurens County. The function included grilling, music from the Lee Jessup Band, and socializing with President Jimmy Carter and his wife Rosalynn Carter. Over 1000 people were given a special inside tour of the White House. The trust placed in Mr. Passmore by Jimmy Carter to pull off such a big occasion will be remembered by many for a long time. He will also be remembered by many for chairing and organizing the Possum Hollow Country Fair for more than 30 years. Cecil passed away on Monday, October 2, 2017.

Mr. Passmore is survived by his wife of 60 years, Faye Passmore; daughter, Diana Passmore; sons, Mark Passmore and Tim (Holly) Passmore; sister, Kathy (Larry) Hobbs; six grandchildren, DJ (Tiffani), Trent, Zach, Jadyn, Chloe, and Kenady, and one great-grandchild, Eli.
